There are currently 3 full-time members of the Be Web Team. A variety of others contribute regularly.

Which is to say, we all use a lot of different software, depending on the task and our preferences. The one thing we all have in common is that ultimately we all rely on a plain text editor for many or most of our HTML editing work.

Old fashioned, we know, but sometimes less is more. And, the BeOS has an excellent text editor ideally suited for HTML work, called Pe. Pe is B_ENDORSABLE!
