Is there a way to kill or "force quit" an application in the BeOS?

Yes. To kill an application (because it has crashed or is otherwise unresponsive), select it's entry in the Trackbar (the dock-like bar which lists all running applications) while holding down Command-Option-Shift on the right side of the keyboard (or Control-Alt-Shift on a BeBox).
