oschangedbref db from to

DESCRIPTION

oschangedbref changes the database references from a database.  from and to are one of:
   nameA relative name
   -n nameA relative name (for names beginning with a hyphen)
   -i dbThe ID of the existing database db
   -I id1 id2 id3A specified id (three unsigned decimal numbers)
