Change file access and modification times

int utime(file, times)

time_t times[2];

utime sets the  access and modification times associated with the
given file to  times obtained from times[0] and times[1], respec-
tively.  The time of last change  to the attributes is set to the
time of the utime call.

This call must be made by the owner of file or by the superuser.
