Appends the local file to the specified file on the remote host.

  FORMAT:
   APPEND local_file ["] remote_file ["]

  EXAMPLE:
   APPEND local.com "rmtcom"    -> ULTRIX host
   APPEND local.com  rmt.com    -> VMS host
