Optimizes database attach operations for all database users by
 mapping the database root file for each process.  Overhead normally
 charged to your process is absorbed by Rdb/VMS when you use the OPEN
 statement.

 You must have ADMINISTRATOR privilege on the database access control
 list to use the OPEN statement.
