Loads and starts the MSCP server.

  This method of loading the MSCP server has been superseded for VMS
  Version 5.0. To load the MSCP server, set the SYSGEN parameter
  MSCP_LOAD to 1. Define the disks to be served with the MSCP_SERVE_ALL
  parameter.
