Loads and starts up the MSCP emulator.  No incoming requests will be accepted
 by the emulator until after this command is issued.

/BUFFER/MAXIMUM/HOSTS/PACKET/PRIORITY/MINIMUM/TIME_OUT

 Specifies the amount of non-paged pool devoted to disk block buffering
 in the emulator.  Will be rounded up to nearest page.  Default is 32768 bytes.

 Specifies the fractional buffer per I/O. Default is 16384 bytes.

 Specifies the number of simultaneous connected hosts. Default is 15.

 Specifies the number of receive credits available for each host.  Default is 4.

 Specifies the IO priority. Default is 4.

 Specifies the smallest fragment per I/O. Default is 4096 bytes.

 Specifies the controller time out. Default is 20.
