Selects a window to be scrolled or moved.

 The SELECT command allows you to select a specific window by
 specifying the SCS, CLUSTER, or LOCAL_PORTS window.

 The SELECT command also allows you to cycle through all windows
 on the screen, selecting each one in turn.  Windows are selected
 in the order in which they first appear on the screen.  With the
 last window selected, entering the SELECT command will cause the
 last window to be deselected before the cycle repeats itself.

 Selecting a new window while a previously selected window is in
 the process of being moved manually will cause that previously
 selected window to move to its new position.
