I would love to develop software for the BeOS, but I only have a PC. Is there any way to develop the code on a PC and then port it to the BeOS?

Yes! Of course! Now that the BeOS Release 3 for Intel Architecture is shipping, you can develop using your PC, or your Power Mac, or your BeBox.
