I downloaded a new BeOS application, and there are a lot of files I don't know what to do with. What kind of files have the extension ".h" or ".cpp"?

These are "source code files." Basically, they are files that contain the programming code for or related to the application you downloaded.

These code files are basically useless except to a programmer. You can most likely delete them, though you might check the application's documentation to make sure.
