DESCRIPTION
     Cal_$decode_time decodes the Coordinated Universal Time (UTC) clock value
     in clock_value into integers representing the year, month, day, hour,
     minute, and second, and suplies the result in date_time.

     clock_value
          The clock value to be decoded.

     date_time
          The date and time represented by clock_value.
